Andrew Gallant 895e26a000 ci: don't do releases on all tags ...

This attempts to make Appveyor more conservative in what tags it thinks
are releases. I don't know for sure, but it looks like the previous
regex could match anywhere, so we anchor it.

Fixes #1195
